There is a ratonga in the serpent sewers who promises to give you the key to the serpent's lair instance zone if you kill a gnome he refers to as Crazy Peepers. Was looking to see if anyone else had this quest or if anyone else had found him yet.

Crazy Peepers is a rare spawn, at least used to be. In fact this quest still may be bugged. Do a search on the official site for more info.
As far as where he usually can be found, Farthest south west room. Where the Shift BOSS MURKLE is. Rumors say you have to kill every mob in the room to get Peepers to spawn.
Not much help I know, but hopefully pointed you in the right direction.
