I start up EQ and everything goes fine then when it downloads the new patch and everything it won't let me play after and then when i close and restart it,it just redownloads the patch.

Are you sure it is finishing the download?
I had a LOT of trouble with the update downloading and then stopping on its own. Underneath the "Updating" button graphic it would show "Cancel" while it was downloading and then that would change to "Download". I had to restart the download countless times during a 6 hour span to get the update to finally go through.
Not sure if yours is the same problem, but until you get that big red Play button, the download isn't finished and you just have to keep trying.
Oh and don't trust the download time, it is infamous for being inaccurate. If you find the update is "stuck" you can Cancel it and then restart the Download to reset things and it picks up where it leaves off.

Yes I'm fairly certain that it is finished i even managed to clikc the updaing thing right before it finished to get a file check and it doesn't say anything is missing.....

ok here is what happens when i start up the launch pad it scanns all of the files i have and then says "scanning complete" well i go to download under the update button and it will download one file then decompress it, uploadwill flash red for a second, go gray, and nothing has happened and evertime i claick download it downloads and decompresses the same file

Yeah for some reason the Sony Station Launcher is not always patching, it downloads it but doesnt always patch it. We had the same problems in another game I am playing right now about a month ago. What I ended up doing was deleting the game and reinstalling it. But you may get away with just deleting the patches and reinstalling them and make sure they actually install this time.
Thats my best guess.

Taking a look at the SOE EQ2 boards, a lot of people are having similar problems. The only suggestion I have for you is to keep trying. Cancel the download if it gets stuck and do it again. Eventually it should go through.
