This is a booster pack that dropped as loot off a mob. Right click the item in your backpack and Redeem it then open the Legends of Norrath game and open the pack.
What a great idea to add cards as rewards in the MMO game to get people excited about the card game as well.
The booster pack is only useful in your card game, right?
